To increase attributes without using implant,s you need to get Learning Skills, there are 6 basic learning skills and 5 advanced learning skills. The advanced one cost a couple million ISK each, but each level counts as 1 attribute towards that attribute. And once you train in a skill, you cannot undo it, there is no need. You dont have a skill point limit. Once you know it, you know it.

then we need to buy lLearning Skills,

i still dont get or understands
since eve dont have lvl1 to lvl200?
how do we gain more skills points?

example i could train all my skills to max lvl5 and next is to buy Learning Skills?

You dont assign anything to anyone =).

The way it works is, you start out with certain skills you can increase those skills by choosing to traing them. Lets say you want to take your gunnery from level 1 to 2. It will take you 2 hours of real time. Then you can take it from 2 to 3 it will take you 6 hours of real time and so on. That is how  you gain levels in all skills. Some skills you will not start with and you will have to buy them from the market.

When we talk abou skills points it is basically a numerical representation of skills you have trained so far. Learning skills will decrease training time on other other skills. This allowing you to gain more skill points more rapidly. However you dont directly assign skill points to skills you just choose which skills you want to train.

Well most skills description is very clear. As for reaserch, I have never done it before, I know the principle on which system works but not great amount of details. If you are just starting EVE would recomend you to stay clear of reaserch for a bit. Get a feel for games combat, mining and manufacturing. Find a a corp that is accepting new players (like EVE Univercity), and work your way from there.

    Good luck!

I wouldn't just go out and buy skill books. You probably couldn't afford most of them anyway. Plus you can only train 1 skill at a time. Some skills can't be trained because other skills need to be trained first. You really need to plan on what skills you want to train. There are good external applications on how to plan your skills. I would go to the Eve-Online website and read what I could on skills and pre-requisites. You will also be able to find out what each skill does (you can find this out in-game too in the market section).

    Good Luck!

a great tool to help you plan your skills is EVEMon, a 3rd party program that help you order the skills right with prerequisites and all, and it also allows you to tell it to "recomend" where to add learnign skill training in to lower to ttoal tiem of training overall, INCLUDING the time to train the learnign skill, so it doesent tell you to train a learnign skill for 24 hours to save 12 hours, no it tell you to train oen for 10 hours to save more then 10 hours or similer

it is a great program and i use it, and no it does not have a keylogger, if in doubt ask on the eve forums and they know weither a program is clean or not

I think you need Science lvl 4-5 to use research agents (not certain though).

In short get learning skills to increase your attributes, higher attributes lower the time it takes to learn another skill so therefore you can learn more in the longterm. Skills you don't have are bought on the market as skillbooks.

The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience"

to do R&D (research and development) you actually need quite abit, depending on the agent. You want to always look at the agent's info. Always look for a agent thats 0 or higher, nothing - score. Each R&D agent needs certain skills, plus the basic skills. A good rule, if your doing any agent missions, get all basic social skills to level 4 or 5, Science to level 4 or 5, and metalluragy to level 4 or 5. PLus I think their is a research skill, you want that level 4 or 5. Infact, this is what I am doing next, after I get mining situaded.
