Already out: SWG - Pre and Post CU even post NGE really. Has both Raiding and PVP available but it's not forced (no I'm not recommending you play it)
EQ2 - Has both PVP and Raids available but you can play the game just fine and have plenty of fun without doing either.
EVE - It's not as 'open pvp' as one would think unless you're in a corporation war, people don't mess with you in .5 or above, if you CHOOSE to go to .4 or lower that's your business. It is, however, "Hard-Core" in that, if you die, you WILL have fun getting some of your things back. And IF you CHOOSE to head to low sec space or join a corporation that goes to war PVP can be very challenging. But there are plenty of people in EVE who have never engaged in PvP at all.
DAOC - Never have to raid if you don't want to. You will have to group a couple times... but you don't have to go on any raids. PvP is optional.
Anarchy Online - Never have to raid, PvP is optional.

PvP is a characteristic of MMOs that you cant remove... its part of its soul.
i realize that some people do not like pvp so companies have acomodated them by making place for PvE players only.
a true mmo is suposed to be open pvp. it is a virtual world without limitations. by making it non pvp you limit people. wars would not exist. sides would not exist. yay im in the red faction.. what do i do... get red faction items.... oh i hate blue faction... they have blue faction items.... and thats about it...
gaming companies want more people to pay monthly fees so they make pve content. and basically those who play pve only end up playing a single player game or a coop game. for 15$ a moth. party sises are usually between 8 and 20. coop games also have parties of 8-10... exept there is no monthly fees.
if there is no pvp then there is no mmorpg. well there is but it would be boring.
this is my opinion leave it alone and make your own.
You can have an RPG without PVP. What games have you been playing? You do know what RP stands for? "Role-Playing" I may be a carebear, if so then I am proud to be one. Some of the best times I had in SWG were just a group of people Roleplaying in a cantina, or a guild run RP event.
Why does everyone seem to think that without conflict, there is no story or its not a real roleplaying game?
Pre-CU SWG was great for that if you did not want to be a combatant you didn't have to be.
Currently I play Anarchy Online and you don't have to have PVP to be involved in the game.
LOL....that was my reaction to people just hanging out at cantinas and dancing or just playing music. Hardly worth the sub fee, but since it's their money.......no screw it it's a stupid thing to pay for . Learn an instrument and play on a street corner damnit.

Seeing as it is my money, I can do whatever the fuck I want in a game. For me a lot of why I play a game is the community, the people I meet in the game and play with. I do enjoy combat (PVE and sometimes PVP) if it is warranted or integral to the story. But just to run arround and kill other players does not get me hard, like it obviously does to so many PK-griefers out there.
I should elaborate when I played SWG I was a doctor and a good one, I went on raids with my guild and kept them alive, I was also a Captain in the Imperial Faction, so I did PVP, but pre-cu you had a choice.
