Or

a paying mmorpg with digital download with player cops and many many missions]

    Well...Silkroad Online is free and it allows you to be a "Hunter" they basically kill theives who try to stop the traders and steal their merchandise. As a hunter you need to prevent them from stealin by taking them out(they are all players, even the traders). Thats the closest you're gonna get to free/mmo.

    Sorry to disappoint you, but as far as I know there is no such game. You can find a substitute with rpg playing in certain fps games such as The specialists for hl1 where there's whole city maps fully supported with amx mods. Played it once. Pretty funny scrampling at the precident preparing to hit the mobs or chasing robbers that just knocked a 7/11(all implemented in the amx mod)

    silkroad online is a pvp game, hunter can kill thief,  thief can kill hunter or mechant. to force anyone ( force kill ), press alt-attack.

    Theres always APB, players choose whether to be a cop or a criminal, it was designed by some former developers of Grand Theft Auto, which is probably what started some of the rumors along that line.
