While they are staying true to the books in as many ways as possible they do have some license to create creatures and storylines that are not in the books. And they have. If you check the website there are articles about a number of creatures that have been entirely created by Turbine, in the spirit of creatures that may also have lived in Middle earth.  So there will be no shortage of enemies to combat.

I don't think they will run into any shortages - I guess the books and various sources will give the devs enough inspirations of what to put into game and what not. I do think that they have various skins for each monster class and hopefully they will come up with a good solution.

The subject of enemies to combat (and run away from!) has been a topic of some heated discussion at the LoTRO website but so far I've seen some pretty good examples of creatures that have either been at least mentioned in the Lore, or creatures that, while independently created, have established origins that maintain Lore-Compliance (in particular, the Rogmul looks pretty dang scary!) so I think we'll have plenty of stuff to do.

In fact, there are some creatures of evil that are mentioned on the Lore that haven't been discussed in official threads... in LoTR and The Silmarillion, Sauron was also called the Lord of Werewolves, which in this mythology are animals inhabited by evil spirits and there were Vampires mentioned too...

I think they will come up with many mobs. Just becasue you could technically put almost every mob ever though about in mythology into it. Just make it lore compliant and voila ... well they use of magic or a total magical being is a little bit difficult to explain though.

There is mention of Dragon-Kind on the official site.  I assume this means there are different 'kinds' of dragons to encounter.  The site did mention that they are rare though.
