There's a few minor issues that should be pounded out in the next day or so. We'll be taking the servers down for about half an hour tonight to check logs and put in any fixes we can.
I logged into my character from my RL workplace (dont tell my boss) to take a look at some of the graphic enhancements. The new lighting and textures are pretty cool. My character was in the middle of nowhere (milecastle XXIII actually) so there's no one around but me an mother nature. Have a look, things are looking better graphics wise, and this is just the begining:

(The guy with the bluish/purple underclothing is a god, who about a week ago told us that new lands should be ready for exploration soon. Hopefully, we will be able to see them by Friday, and he'll have stayed true to his word. Actually, I believe all that is left is adding buildings and animals, all the trees are correctly placed.)

The game is not completly, the devs still have some time before they add in some key features. In the meantime they are continuously refining the code and then going back to add new stuff.
The Animals are in and do exist at some point, but most animals dont like to dwell near humans so some hunting will be required. But since there have been some issues with lag the animal population was removed and yet to be put back.
The game is 20GBP, and is downloaded. and no fee.

I hate the term "complete" when refering to mmorpgs. An mmorpg is never "complete", it is a continuously evolving beast. It's not like one day they Devs say "okay it's complete, no more changes need to be made we are done here there you go". This is what the term "complete" implies.
In my opinion you could make a much better argument that there are features missing (edit: which I think is what people are trying to say by incomplete). Are there features missing in RV that were stated as intended to be implemented since launch, yes. Is the game playable ? (another vague term since it depends on what someone means by "playable") I would say yes. By this I mean that the features that are currently implemented in the game I have no problems making use of. For example, I can log in reliably now and seldom crash. The game also runs smoothly for me so I can do the farming features that are implemented.
But the most important question for me is do I find the game fun? Yes I do but it doesn't mean I think everyone else will. Not a very helpful statement for those looking to join the game but that is the truth of the matter. Hopefully the game will have a free trial eventually.
One thing I will also point out is there are a few posters that post an inordinate amount on a game that they do not play (you know who you are). In fact, there have also been some misinformation given. For instance, one of these posters stated that the game suffers from a memory leak well after this problem was fixed. Someone also told me that they would like the game to succeed even though they but a tremendous amount of energy posting negative comments about the game. Everyone is entitled to their opinions but it doesn't mean I want to hear your same opinion a gazillion times. My point is that you have to be critical and keep in mind the source(s) of these opinions.
The game is roughly $37.50 for digital download. I have seen a lot of people say that it's 20 bucks.... just wanted make sure it was clear that they are talking about 20 British pounds.

Well, kinda, with RV you can't cash out your ingame money for real money, if you could, I wouldn't be playing.
