That is a good question. At release they don''t plan to have city building in game. What they plan on release is allowing players to purchase lots set up into towns and areas by the designers somewhat similar to how Horizons did their housing. On your lot you will be able to build housing, trade shops, guard towers and otehr structures.
The city building aspects are not really known. They have been quite tight lipped about it but I can tell you what they have talked about. Diplomats will have to get permission form the ruling factions to buy the land and build on it. City plans will need to be obtained to build a city. I am guessing there will be some sort of zoning of cities into residential, commercial, industrial and possibly diplomat areas. Diplomats and crafters will have roles in maintaining a cities health. Crafters will be needed to supply npc guards with weapons and armor. Diplomats will help run the city. Player dities can be attacked by mobs and destroyed. NPC guards can be hired to help protect and run the city. On PvP servers one can only assume players will be able to attack, siege and destroy player made cities depending on the particular server rules.
Other than that not much is known.
The crafting system is huge. They have something close to 40,000 craftable furniture type items. Any item that can be seen in a npoc building will be able to be crafted for your own home or building. It appears housing will be used largely for storage. There are banks but it is not planned that they will be connected. Mounts and housing are the planned methods of storage.
Below are a few crafting interview links that should give you some recent information. There are also a few housing videos from E3. But unfortunately I do not have the links handy. But if your looking for Vanguard videos there have been a few excellent high quality videos released in the last week. I will link the one I think is the best.
I just hope it's not like Runescape. Currently housing in Runescape, you buy a lot, then you have to go to the lot, you get a basic house. Then you have to work (grind) to make money for the house, buy supplies (and you can only buy them in one location which is far away from you) build stuff, repeat proccess. I hope it's simplier than that.

I'm guessing it will be something like that. I can't imagine you buy a house and you get everything including the kitchen sink and a maid. I hope the planning restrictions are strict. I don't want urban sprawl like it was in SWG. Tatooine looke more like a shanty town than desolate sparse world. I owned a supermarket next to the krayt graveyard.
