So far im confused as to how I get Double swords (as i like to call them) in this game. They seem overly expensive and hard to get, so if somebody could guide me through it, i'd greatly appreciate it.
Dual swords are only D grade and up. You get them either by buying a pair that are already dualed. Or, you can buy two d grade swords and head to the black smith. The blacksmith will dual the swords together for you for a price, which is usually some adena and d crystals. Yes they are expensive and I think even if you get the cheapest pair it'll run you around a million adena.

But l don't really think you need dual swords until lvl 40. I know that is true for dark elf blade dancers. I can't recall if human fighters (going Gladiator) get dual masteries until 40.

You're not going to find any duals for a million. The cheapest pair you can get is buying two sabers (500k each from the vendor) and dualing them yourself with the blacksmith. No one gets dual masteries until after level 40.
