The download on the L2 site itself hasn't worked in ages. You pretty much have to go through file planet.
By the way, C5 is out now. I don't know if you wanted to play C4 only, but you can't play old chronicles on the retail servers, only the current one. If you are looking for an old chronicle download because you are playing on a private server that doesn't have C5 yet, I don't know what to tell ya. :-/ sorry.
