 what lvl do you have to be to start a crew. im looking to start mxo soon and was going to create a crew with my friends.

It doesn't depend on your level, but on your "reputation". You gain reputation points with an organization (Zion, Machines, Merovingian), when you complete a mission for them.

First do the first 7-8 introductory missions (for Zion, but no reputation as reward), then decide for one of the three, and run the ten seduction missions for them. That'll give you 10 reputation points, which I think is the requirement for starting a crew.



Or maybe a bit more.

Requirement for starting a crew is 16 reputation points in the given org you require the crew in
