Well, you can only start a crew with minimal reputation of 16, but you're already in one, I'm not sure if the captain can't promote you to a captain if you're below 16.
I don't exactly remember anyone asking this question there, but you probably know that new players (or free trial players?) can't post for a month, mainly because of your actions there, aswell as some other ex-players.
However, there's a thread for those who can't start topics in "Redpill Rescue", so that should at least solve the problem a bit.
And since I'm active aswell here as there, it doesn't really matter where I reply. Same applies for many others.

Weee lets make stuff up! Gotta love the MXO community.

So MXO doesn't even have a place to show players how to make a guild, and people liek you are obviously so helpful.
Why make up? When the free trial was around, some ex-players made free accounts and started spamming and flaming. As far as I know, you were the one who spammed the LESIG information all over. If not, doesn't matter - new players, or free trials, can't create threads for a month.
Everyone knows that.
And no, MxO doesn't have any place or official guide to show you this. But that wasn't what you were talking about, you talked about the forums.
The one month thing is pretty much common knowledge.
And I'm not delusional just because I assume the obvious, concerning you.
"They don't tell you this on the MxO forums?" is a pretty ambiguous question - it might aswell mean that the community is too elitist and big-headed to answer questions there, which would fit into the propaganda you're trying to spread.
I realize that I haven't understood what you really meant, but I'm not bad in English or reading comprehension for misunderstanding ambiguous sentences like these.
And once again, there are no forum guides for starting a faction. Walrus posted some guide on DN1 which might include it, but I can't find it at the moment. There's also chance that someone posted this in the Guides&FAQ section, but I don't know aswell.
So let's agree it's not there. Period.
But now the question is answered, so let's stop this debate.
Could the persons that are flaming please stop and try to be more supportive and answer questions with helpful statements? Flaming helps nothing, come on people.

Two crew captains can start a faction.
To the OP, if you have any further questions about this, I'll try to answer them to my knowledge.

You only seem to start flaming at ppl instead of helping them, so why are you here?
The Illuminati Gaming Society
I will give the op WML if he logs into Vector and asks xmagnusx if he can buy his guild for $283 dollars.
I wish you the best.
Oh, and I hope it's a machine faction!
