The full 24 hour DT's are actually not that common, most have occured only with a HUGE patch followed by unforseen problems, or large hardware upgrades. Standard is 1 hour quoted, but at times has been as little as 25 mins, then back up for another 23 solid hours.
This is a large server side upgrade. Hardware and server software.
First I'd like to say that the OP's post is made out of win and titans.
Now the second thing is that it actually isnt a 24 Hour downtime, it's actually only a 12 hour DT(I'm online atm, moving my shit around) but they mark it as 24 hour DT becaus of what they are used to, they have a major upgrade, then they have few hours of trouble and people whine. the DT itself is only 12 hours, but they add extra 12 hours if they hit some big problems, like the server blowing up, then they have 12 hours to fix some junk or something.
But once again.... your post is made of Win and Titans.
CCP is a bunch of liars! They said 24 hours and the server is now up, less than 24 hours after it went down.That is completely unacceptable! I want at least one week free added to all my accounts... oh and... nerf warlocks!

while WoW has something about 500? players at one server EvE has 25k(25.000) players online on their server on AVERAGE!
a server like that needs time to stabilize and installing some updates on it is not something you do while sleeping either.
