No. Nobody with money would play. Parents can see themselves buying thousands and thousands of dollars in cards for kids, but they aren't tied down to a monthly payment. Even though they are spending much more.
Though there are a few CCG Games: Pox Nora - The Best ChronX - Crappy MtG:O - Never liked MtG And a few others. A Matrix 1, a LoTR 1, etc. Though, none are free. Pox Nora is free, but very limited due to you actually have to buy packs. I would never buy a pack, even though the game is very well done it is VERY expensive.
Yea why in the heck would ther be such a thing. To do that would defeat the purpose of the card games, they get so much more money buying all the cards. They spend a lot more then 15 dolla a month on these cards
I know it's not an MMO, but if you're looking for an online card playing "hang out" you can play Magic the Gathering Online. Since MTG and WoW: TCG are pretty much the only intelligent card games, I would suggest trying there... actually wait!
I found this link on Penny Arcade, it's a game called PoxNoraand it looked pretty interesting. The game is free, and you pay for booster packs, starter packs, etc, like a real card game.
Hope this is something like what you were looking for.
I always wanted a TCG as a mini-game in one of my favorit mmo's. Something original and fun too, like the TCG mini-game in Xeno Saga or Final Fantasy VIII.

You mean like Yu-Gi-Oh?

Final Fantasy 11.
It has a separate Tetra Master mode online.
It's the only one I can think of too...
Waiting for something fresh to arrive on the MMO scene...
