I might be able to help...
Personally I sit on a stationary machine, and AMD 3200+ (~2.5gHz), 1024RAM and a RADEON x550 card with 256RAM on it.
So I guess it's slightly better than yours.
Yet I can't play this game worth a crap unless I play on the lowest settings, and even then it studders at times.
I wish I could play it properly, I really do. 'Cause this game sure appeals to me.
But I will not buy a new computer just to play a game. And no, I'm not interrested in "upgrading" just to play Vanguard.
Sad but true...
So I'd think you have to stay away from this aswell unless you want to play at the lowest settings. Thus destroying a lot of the "prettiness" of the game.
Here's the Minimum and Recommended specs from the beta manual:

100% DirectX compatible keyboard or input device

Recommended Specs
Windows® 2000/XP/Vista

Now it looks like the only place you might have a problem is with your cpu and I'm not sure about your video card. Personally, I would say you should download the beta and try the game anyways. You might be able to run the game decently if you tweak the settings somewhat. So I say, go for it.

Not a chance in hell it'll run on that. In fact, it may well blow up and u'll be picking out pieces of charred CPU from your face from weeks...
