Transfer from PvE to PvP server??? *** Feedback needed ***

I do not know what is the Sigil policy on this? Is there any official word?
Everyone knows the games are MUCH harder on the PVP servers and since this is an item centric game I think it would only be fair that if transfers are allowed from PVE to PVP servers they would be limited in terms of items! Money maybe, but not toons with full of the best gear in the game. Thats just a gamebreaker in a game like this.
First they level up and gear up on the peace servers and then come pwn everyone with their top of the line gear is just retarded if you ask me. Not rewarding and will eventually ruin the whole PvP experience.
I give you an example. Item centric game: EverQuest. The guilds on the PVP server are coming an expansion or two behind in terms of progression compared to the PvE servers.
So I would like to see Sigil's take on this. I hope that what starts on the PVE servers stays on the PVE servers.
