You want to create a good website? You need to learn how and no software will teach you. It might make it look good, but I'll guarantee you it'll be shit under the hood.
You can actually make something like that with a pretty limited knowledge of HTML or php. If you use a content management system, there will be various themes and modules already made that would probably fit your needs. Your ISP will need to be able to host an SQL database. To set up, just download the software and follow the instructions. It's very easy then to add forums, news pages, interactive FAQs, etc and have registered user only access.
php-nuke is the most common CMS, although there are plenty of others. I'd recommend Xoops (www.xoops.org)
