sounds agressive to me..seems like lately every large patch results in having to take the servers down a few times afterwards to fix issues....  but we'll see.....

It is not overally agressive and they are doing it already.  Back during AC they has this story driven game with a new episidoe every month on so.  Mythic is doing to the same thing now and currently it is the dragon stuff that has been happening in the Classic zone.  I think this is a part of a larger strategy:

    1.  First the benefit of having EA money for more art/programers.

    2.  To get people out and exploring the world more.

    3.  A continuing project of updating the old world.

    4.  An overall improvement of the PvE experience.

    5.  The begining of a diferentiation between DAOC and WAR to give people some incentive to stay with DAOC while attracting new players.

I know they are doing it already, and it has resulted in long down times (all day) on several Thursday's that past two months, and several server restarts on Friday's and Saturday's immediately after the patch.  That's aggressive in my book since Mythic historically has had very stable servers with minimal downtime.

While server downtime is bad, most of the issues over the past couple of months have had nothing to do with this.  They have had to do with clustering issues, hardware needing to be replaced, and the last expansion.  This content, unless put out with something else on it, should start to be far less downtime assuming other problems stop coming up.  It is usually just there are some fixes on penn that since the servers are down they add those too and then sometimes there needs to be fixes to that.

I'm thinking that DAOC isn't getting top end, state of the art hardware either.... that's probably being reserved for WAR... but that's just a guess....
