Difference between "Locked" and "Down" servers?

    Down means the servers are not running.  Locked means the servers are running but they are not allowing anyone to enter the game.

    Locked usually happens when the servers are being brought up to allow for the servers to load everything that needs to be loaded before people start entering the game.

    To the players, there is no difference.  Down means the servers are down.  Locked means they are up, players CAN'T connect, but Devs CAN connect to the server.  So locked normally means its up and they are testing to make sure there are no problems before opening it to the public.
