Villains are more interesting for PvE and small groups in general.
Heroes are more interesting for PvP or large groups in general. Heroes allows more MIN/MAX tuning, a tanker is the tultimate tanking machine, the defender is the ultimate support asset...and that change a LOT in big groups and PvP.
There are more players on Villains. If solo matters to you, you will have far more good options as a villain as well. Villains tend to be a little less specialised in a precise topic, yet more versatiles. Mayhems are better as a Villain IMO. For example, the best buffer in Villains is also the best nuker...but the corruptors doesn't come anywhere close to a blaster in pure raw nuking...again, less MIN/MAX and more versatility.
PS: The controllers, the kheldians and the scrappers are quite versatile in themselves, despite been in the MIN/MAX side...

I'm assuming you're looking to buy a version of the game yes?
CoV is a much cleaner, refined game all things considered. The mission structure is more compact in general and much more interesting zones. The CoV ATs (classes) tend to be more generalists that hae a slightly easier time soloing.
CoH still tends to be more popular with people though, so there tend to be more people playing on the hero side than the villain areas. There just tends to be a lot more running around and random defeat/kill X enemies sort of missions. CoH is also bigger, having had more expansion zones, and the ATs there tend to be more individually powerful.
That said, there's a free 14 day trail offer out there atm (I'm pretty sure it's still going on anyway) that lets you try out both the hero and villain games. Also, the basic boxes generally cost 19.99, but if you're willing to purchase something from Walmart and spend an extra 10 dollars they sell a combo box. Their combo box also has most of the big patches since release(there's still some patching required from after it was released) a couple special costume options for your characters, and two special powers that help your characters get around the world a bit better.
If you were asking about which game to buy, just ignore all of that I guess.
there are more heroes...it is true that most people prefer heroes i guess...but villains are pretty kool, i personally just started a brute stone/stone...pretty fun
You may as well get both. The $15 monthly fee covers both games, and the Good vs. Evil edition has both games for $30 (or you can buy both games separately for $20 each). Having both gives you more chararacter slots (12 per server instead of 8), and access to more costume pieces. They're essentially the same game - each server has both heroes and villains, although they'll never meet except in PvP zones or Pocket D (a neutral zone in the form of a nightclub). I play both, and I can't imagine playing one without the other.
I'm a big City of Villains fan. The people are pretty mature, and not a massive amount of players. Each class is essentially a damage dealer, with Mastermind and Corruptor having group heals as well. The missions are well done, so are the zones. But I do agree having both COH/COV would be nice, the problem is you shouldn't focus on too many alts. Thats why I only have COV, to not be tempted to go and make a fire/energy blaster, or emp/rad defender. Whatever your choice is, to be bad, or to be a hero. You will have a lot of fun. Especially meeting new people every day you play.
Get both. There's no reason to be one or the other, most people I know switch back and forth at will. Hero side has more content, but if you get CoH without Villains you won't be able to enter SuperGroup bases and miss out on 4 character slots and a lot of costume choices. (Plus of course all the villain content.)
Either get each separately, knowing each comes with a free month ($15 value), or get both together by going to Walmart and buying the Good vs. Evil edition which comes with few bonuses.
Which is better or are they the same ?I know the question sounds n00b but I don't know which I want to invest money in.
I have a 3 level 50 heroes a level 35 and a level 19 warshade... Thats about me for CoH but CoV I only have a level 35 brute... CoV gets boring EASILY since all the parties and stuff are low levels... But it gets funny in pvp as a stalker... I tried one but i think i'll stick to a brute... But CoH they get something to grind for... a Warshade Or a Peacebringer... With the ability to shapeshift and cosmit khieldian energy... CoH Wins me... Maybe if CoV had something for me to grind for it would be easier for me... I like to concentrate on a reward... So... CoH For me... Unless CoV get khieldians or something...
heroes are deffinetly better in about every movie who always wins and besides who when they are little decide they want to be a villian when they grow up
Both Heroes and Villains are good games, but personally i would choose City of Villains. It is not as laggy and is for me much easier to play, but you can always buy the Good vs. Evil edition pack and have both games and still pay 15$ a month, pretty good deal if you ask me.
The experience of playing a villain is very inferior to that of playing a hero. The evolvement of heroes is far more exciting while the feeling you get when playing a villain beyond your teens is "ahh... this is getting old".
But like many have said, it's more profitable to get both really.
i didnt no that if u bought good vs evil u get both for 15 dollars a month whle im gonna go by that but i have a question if i buy that will i have to make all new guys even if i subscribe under my current play nc account
I play both and bought the GvsE pack, that jump pack that comes with that has been nice as I hate having no travel power.
If you read the forums Villains seem to believe that Heroes have it easier both PvE and PvP. From Hami raids being faster than an LRSF to things like fury for a Brute not being so great for PvP. Most people would say Scrappers have it easier than Brutes in PvP more initial damage and a very nice/easy secondary in regen that not only take very few powers but give end recovery. PvE Brute vs Scrapper is a wash, fury works fine.
You might see some other complaints a long simialr lines when comparing defenders and corruptors when it comes to the min/maxing. A sonic defender can actually outdamage most corruptors given both damage and buff/debuff. Similarly there really is nothing to compare to a Blaster in CoV, corruptors simply can't pull off the 2-3 shots in PvP that some blasters can.
Personally I like the way PvE goes in Villains better. The contacts flow nicer. I also find the AT's mostly pretty fun. I like my Dominator and Brute and Masterminds are completely unique gameplay wise.
I have started to concentrate on Hero side because I want to try out kheldians, but I would probably be playing Villian side otherwise. A lot of villains will tell you heroes have it easier, but meh whatever for PvE you are fine no matter what as long as you do a decent build and sorting out PvP whining is a lost cause in any game. Most any AT is pretty darn good if you aren't an idiot.
Both sides are pretty unique. I would start off on the Hero side just to get the feeling of community and the vibrance of the game. Villain side can be a bit dark, and it's not as social. It's nice to have both sides when you get bored of one.
Freedom and Virtue servers are the busiest. Freedom server has thus far been great for pvp and groups for pve.
The nice thing about the game, is that you don't have to spend countless hours to develop a character like SWG used to be Pre-NGE. And the game is developing for the better, which is a nice concept that other mmo's should follow.
