Diplomacy problem....

Ok, so the problem is this:



I have skill 50 in Diplomacy - and I cant do any more quests (coz my skill is 2 low) - so im trying to gain more skill by doing the "civic Diplomacy" - but for some reason i dont get any "points" for winning the civic Diplomacy VS a lvl 50 Diplomacy NPC. And i have no chance in winning against some1 higher (75/100/125/etc.) - am i bugged? or maybe im doing something wrong?
