Can ffa pvp work with snares?

In UO there was only paralyze spell and it was very easy to break out of it, which resulted that ganks weren't very effective against veteran player who knew what to do. There was still lot of ganking, but it wasnt that much of problem and more often there was good team fights or 1v1. Of course it resulted often that some pks target ran to guardzone or recalled out from what was supposed to be 1v1, but there was nothing wrong in not wanting a fight.
In ffa pvp games snares should only work on attacking target or have no snares at all.
