Hi, ive been looking at EQ2 for a while and was wondering if it is too late for a noob to start playing this game?? I have recently played and hated Vanguard for a variety of reasons (including the bugs) but is this game different?

Not in the slightest! Despite the comments that Vanguard has stolen some of the EQ2 population, there are still plenty of newbies and lowbies (plus alts of high-level players) around - especially since the release of EoF. Besides, EQ2 is casual and solo friendly (quests), so on those occasions when you cannot find a group, you'll at least be able to solo or perform a solo quest.
I would spend quite a degree of time on the official EQ2 forums to get a feel for the different server communities. Some servers have a lot more players than others.
How the release of LoTR will affect EQ2's population is another matter.

The best advice is too download the free trial, and chek the game for yourself
And no, it is definetly not too late to start playing- I started playing only a month or so ago myself and only had my ex guildies from wow joining me last week.
There are plenty of both new and vet players playing it so it will be easy to fit right in if you decide you like it.
