As soon as you have a char that is lvl 10 you can access monsterplay as a monster.
You start with a basic monster that you can improve by doing quests, getting points for killing in PvP.
I did see one guy that have played his monster char a lot - His upper body was painted in red with white marks on. Looked like a real bad mean orc. Made me wish that you could play an orc in outside monsterplay
To play you normal char in monsterplay you need to be lvl 40 (not 100% sure on lvl)
Simple answer, yes. You will need to, however, level up one good character to level 10 to open up monsterplay, but after that you never have to play a good side character again. If you stick to quests you should be able to level that good character to level 10 in an hour or two.

Sure it sounds fun to play a minion of sauron to kill men, elves, dwarves and hobbitses... but bring a lot of minion friends with ya.
We did PvP testing tonight... Not one monsterplay character out of 10 was able to beat a level 47 burglar that wasnt autoleveled up. Monster play characters are supposed to be level 50. Rank 4 and 5 level 50 Monsterplay characters wernt even close to being able to beat a level 47 player character. So, by design monsterplay characters get the shaft and cannot compete. Thats fun!
If you want to hear more annoying things... As a warleader I have no way to detect or attack a stealthed player character. I can buy expensive tracking charms to track them, but I have no way to target them to attack them. I cant even expose them by getting close to them. LotRO balance is so skewed in palyer character favor it isnt even funny. To beat a group of player characters you need 2-3 times the numbers of monster players. Thats no fun!
So, dont buy LotRO with the idea of just playing in monster play. Its just one zone. You will get bored of the available missions fast. And you will max your monster play character out in a matter of weeks and still loose to player characters.

That's why it's called monsterplay! Monsters are sucky mobs, npc's. Mobs aren't as good as normal players, just like in every MMO.

I know it is Beta. I have been doing software test for 15 years and tested hundreds of games. For people to say "It's just beta" is a cop out. The closer to release software gets, the more final the code is. I am sure there are many parts of LotRO that are code locked. So do not tell me to accept bugs and playability flaws just because it is beta. It is our job to report those things to the devs. But, I guarantee that LotRO will still be an unpleasant game after release... they can't fix that.

Thats my plan, anyway I have little interest in playing an elf or hobbit, a monsterous spider or warg is a different matter!
I wanna play my monster as my main and level my good character just for a change of pace or if I cant find any hobits to eat alive.
I don''t really know when Humankind will die out but i''m guessing about 6 years before WOW.
