The devs have generally said that if you can run Oblivion, you'll be able to run AoC. So figure 2ghz, 1g ram, 5 series Geforce or 7900 ATI as needed for the lowest setting.
The key word here is "run". If by running they mean choppy with all the settings turned down, I would say that yes the game would run fine with 2ghz, 1 g ram and the cards listed above. However I would be leary of buying the game with only those specs(or at least without beta testing it first). Keep in mind that this will be the first mmo to be built around direct x 10(this could create a whole batch of other headaches). And judging from the screen shots which look wonderful, this game will obviously take a very powerful computer to run well. If I had to guess I would say that if you can run Vanguard well then you are in great shape, if not well then you might have issues.
I haven't been following AoC so I didn't know it was based around DirectX 10, if it is preformed best with 10 then you might need a brand spanken new PC to do (booo vista). Anyway, like the above said, and it goes with any game, wait for beta. You never know with your current PC you might be able to run AoC nicely (30-40 FPS fields/monster brawling and 20-30 FPS in towns or populated areas).

I was getting worried until I read the end of this post. Now I feel much better and thank you for the insight.
Yeah I was worried because even though I run Vanguard on it's highest settings, I know how much advanced you need to be keep up with current games and I was worried that I would be spending more and more to run this. Didn't want to go out and purchase new stuff left and right or spend 1k on some things just for 1 game. I will probably upgrade some things when it comes out, just didn't want to break the bank.

That's a rough guess, you will not get by with 512 ram unless your 1v1 in the middle of no where :P.
