I'm not sure how one can say if one game is better than the other? Can't you take the time to try the free trials and decide for yourself they are both so totally different...
Interesting topic in any case so I'll write down some comparisons but keep in mind I do both PvE/PvP Content so my opinions will be skewed from that perspective
1. Balance - In regards to Team vs Team WoW is pretty well balanced now. Horde and Alliance both share the same classes in the expansion. The only differences are the racial bonuses. In CoX, Heroes and Villains are a lot different which leads to some balanace probs if you pvp. But if you dont pvp at all then this wont affect you. This game was balanced for PvE pretty good
2. PvP Support - In CoX the Devs seriously dropped the ball. PvPers have been asking for Arena fixes for a long time now. http://boards.cityofheroes.com/showflat.php?Cat=0&Board=pvpgeneral&Number=7847732&page=0&fpart=1 Blizzard seems to support pvp a bit more (Arena, battlegrounds, open pvp). personally I favor the combat in CoX more and find pvp films from it a lot more stimulating to watch. But I do think Blizzard has better support for PvP. CoX was not balanced for PvP and its not their focus
3. Content - I like to both pvp and pve. I cannot give a good unbiased opinion on CoX in this regard. I'd encourage perhaps checking patch notes for both games if you compare
4. UI - WoW's UI is a little bit better because of the 3rd party support (anyone can add UI mods) + for every power you know how much damage, duration, etc they do. I did find CoX interface very well done but I must admit I did like how WoW open up their engine like they did
5. WoW is more open world. So you can do a lot of your quests outdoors. CoX has a lot of instanced content but no respawning inside the mission. WoW has the mob respawns which can be hella annoying and if a rogue jumps you (if you're on a pvp server) while you're trying to quest it can be annoying cause not only do you have to fight the rogue u gotta fight the mob you aggro'ed too. However, I did have fun raiding cities, port cities, etc with my Guild. In CoX pvp happens in the delegated zones. The higher level pvp zone is pretty empty these days (Recluse Victory). So most action happens in Siren's Call. Villains as a whole feel like they are not up to par in the late game in regards to pvp which sucks because I'd still rather pvp in a level 50 zone.
6. Loot - WoW is strongly loot driven. In CoX its not loot driven but not sure how much Issue 9 will change this
7. Teamming - Its pretty easy to make teams in CoX.
8. Community - I found the community in CoX very mature and friendly
9. Guilds - guilds in this game can own bases, very cool. The Devs tried to add Base raiding too (pvp). Not sure if thats still laggy these days
10. Respecs - much, much more easier to respec your toon in WoW. In CoX you have a limited number of respecs. They have respec task force missions. The Villain TF for a respec is a nightmare. The Hero TF was very fun and well designed. maybe if you just stick to PvE you wont need to respec much at all. They have a Test server but unfortunately I hear its down right now for testing issue 9 much to the extreme displeasure of the pvp community
11. Customization - I think CoX has awesome custimization of your toon's appearance.
I'll probably have more notes later but also what CoX still trumps WoW on is the 'sidekick' feature. So, if you're level 20 and your buddy is level 1 you can SIDEKICK him. He will gain xp faster too if you know the tricks meaning you can help get him to your level. This is a great, original feature. Playing MMOs with friends is paramount for someone like me and not having to worry about blowing past them is so nice.
In WoW, my high level buddy tried to help me but at some point he just sucked the xp. I just couldn't lvl too easily with him around. CoX put Teamming before their pocket books- I think this risk paid off for their consumers.
As far as versus WoW I was never able to get into WoW so its COH hands down for me but different people will come to different conclusions. I did see someone comment on the customizations and thats one of the greatest things about COH. You don't just have unlimited customization of toons looks but also your power sets and slotting which makes for some very different heroes and villains.
I think both games are very polished and depending on the type of player you are both can be very entertaining, just in different ways.

These 2 games are totally different.It is impossible in my opinion to compare them.
Is spiderman a better movie then harry potter? It depends on what you like in a movie...mmorpgs are the same.Alot of people ask the same question as you do on other mmorpgs..or compare them all the timelike the vanguard vs wow topics....more the wowq vs anything topics to be honest.I think they both have a trial..if that is true try em out both..but i am not sure IFthey both have a trialso look it up.Playing is the only way you will see what kind of game you like more.
CoX has the best combat system I've ever seen in ANY MMO period to be perfectly honest (my humble opinion) - I agree hehe
So yeah newcomers make sure you hang in there til you hit level 15 at the very least. Get super jump and prepare to be amazed. also, hurdle+combat jumping is faster then superspeed and u can get that before lvl 15. not sure if hero side grants temp powers but i know on Villain side u can get some temp travel powers from mayhems early in life.

tip #2 stay away from Flurry and Jump Kick is my advice
I use a wireless keyboard/mouse and a wired xbox 360 controller. I use a program called pinnacle profiler which allows you to configure the controller template for each game within the profiler. It also has downloadable templates for a lot of games but City of Hero's wasn't really designed for controllers so I had to make my own template. If you decide you want to use a controller for Hero's let me know I'll send you the template I created, basically using the shoulder buttons to toggle between the different hotbars and using the buttons as each of the 1 through 0 keys. I got the 360 controller before microsoft realized how well it works with windows so its just a standard 360 controller with no program included.
Peace
The combat system in CoX really makes all your 10 fingers fully occupied. In WoW, it makes your mouth active as yawning is involved due to the amount of time the auto attack taken to kill an elite boss in BWL raid.
Beside the sidekick, theres an another one where a high level can be in a low level party. Also, theres alot of things can be done in CoX, theres badges to hunt where some of have perks that add HP and Endurance boost and some were temp powers which can buff your resistance etc.. theres even a very unique open mission that is the fire rescue mission which will happen in a map known as Steel Canyon.
Frankly, theres many thing to be listed that you can enjoy in CoX. Also, if you notice that CoX have the most action emotes in MMO history? ( not my theory but was written in an online game review site )
