DOES THIS MEAN THAT SOMEONE IN LETS SAY CANADA COULD BUY THE EUROPEAN VERSION AND PLAY IT HERE?  And if one did that and got the pre order package(but not the actuall game just the 10 dollar package) would that mean that when they bought the game would they have to buy the european lotro version to be able to continue playing there charactors or  would either the us or euro version be fine?

If you buy the US pre-order, you need to buy the US retail to keep your characters. If you buy the EU Pre-order, you need to buy the EU retail to keep characters. You can not mix and match and get the most beneficial outcome.

That said, you can buy the EU pre-order and then buy the US retail box. That said, you won't get to keep your characters and you will not get the Founders Club pricing. Bottom line, they are two differnet version, hence the EU and US. Save yourself a headache and just buy the same kind...
