How to gain ship structure levels?

Im confused as to how to gain levels in ship structure. The description for it is pretty vague, and I seem to get ship structure exp almost randomly. So how do I get ship structure points?

Battleship

You gain ship Structure and character skill Eloquence by doing and turning in merchant quests and also by trading goods from one city to another for profit.



Similiarly, Maneuver and Voyage are gained for finding and authenticating discoveries and doing adventure guild quests and also by just sailing around (mostly voyage for this).



Finally, Military equipment and Sea Battle are raised by doing combat.
