You have to have both Factions and Nightfall, and you have to start as a Paragon. I don't think Ritualist is offered as a secondary in Kamadan (once you reach level 5), however, once you get to Senji's Corner in Cantha (Factions) or complete the quest Command Post in Nightfall, you can change your secondary to Ritualist. P/W or P/Mo are good choices til then. (You'll probably be level 20 by the time you reach either of these areas).
So you need to start as Ritualist in Cantha (Factions), pick any secondary you like until you finish the "tutorial" isle, then move to Elona (Nightfall) and do the quest to change your secondary class.
So yeah, go ahead and do this, but make sure you have a few builds in mind before you start wasting skill points on paragon skills that don't make sense to any particular build.
A lot of paragon skills are adrenaline based.. not the best idea for a rit, but it can work.
It might be fun to run a rit paragon maxing out Sprit's Strength and toss a few spears around.. that's a mid-game elite for Rit's in NF.
