i remember there used to be a good site that had a character builder site that even used to go into the specialities pools like so a tanker could have laser eyes and whatnot...anyhoo does anyone have an idea of a site such as this?
Pretty much everyone uses Sherksilver's Hero Builder. I think someone also made a web-based one that was decent for what it is (though not as good) so if you need that I can try to look it up.
Suckerpunch on the official site has the most up to date planner. He is also linked with City Information Terminal if you use it as well. That way you can show off your badges in CIT and link it to a copy of your build.
The dilemma with the character builders is they will be heavily out of date once issue 9 comes out. This is just something to keep in mind.
are new powersets being added? or, are you just talking about the enhancements? because i know i use them pretty much to look at what powers i can/will get.
could we please get correspondent writers and moderators, on the eve forum at mmorpg.com, who are well-versed on eve-online and aren't just passersby pushing buttons? pretty please?
Also Suckerpunch has already done most of the work incorporating inventions into his builder and expects that version to be up shortly after the release.
Sherksilver's builder is a little more beefy and will probably take a tad longer to update. I haven't heard anything yet but I'm sure he's working on it.
There are no new power sets coming in Issue 9 but inventions will completely change how people will be slotting their powers. The level 50 Damage IO has an enhance value of 42.5%. A level 50 SO has an enhance value of 33.3%. If you end up slotting 3 IOs like people are 3 slotting SOs right now, you end up with something like a 7% increase over those 3 SOs. I plan to actually diversify my enhancements when I9 comes out. I'll be looking at going more along the lines of 2 Damage IOs, 2 Acc IOs and then tacking on boosts to the negative effects of my powers. I'll be down only about 10% on damage and accuracy but my powers will end up being stronger in the long run.
However...with these new changes, IOs are completely different than the standard enhancements and as such, the character builders will be out of date until updates for them are released containing the new Invention enhancements. I haven't even gotten into the Set Invention Enhancements that function similar to Hami-Os and boost multiple aspects of a power while at the same time giving a global boost to things like damage, accuracy and end redux as well as having the potential to add fully functional procs to certain powers. If you plan to forgo the I9 inventions, it's probably fine to use one of the existing character builders. If you plan to use IOs though, I would wait until the updated ones have come out.
There is a massive amount of new content coming in Issue 9. It doesn't seem like it at first glance, but once you get into the Invention System and Consignment House trading, it becomes aparent.
