While that is true, you also have to look at the whole spectrum of "skill" within a certain genre. The most "complex" rap isn't as technically advanced as much other genres. That's why I can say, totally objectively, that rap requires less technical talent to compose.
That said, and even while I don't like rap, all technical isn't always good. When talking about guitar play, simple arpeggios on even the most basic chords can sound great with good lyrics.
