i am ceo of one of the veteran corsp within eve. my corp has a foundation of swedish player but we also have what we call it "aussie crew"
it is a wing within my corp that is aussie only. this wing often playes together with the eu timezone cause the player that play during midday in europe playes at the same time as aussie prime time. and since my corp has alot of european students we work alot together.
we are also currently in an alliance that is very active in the aussie timezone so gangs of 20-30 of aussies is everyday operation.
my aussies dont have any problem with latency in the actual game. however for pvp, voice system tends to be at disadvantage. however we have solved it with a aussie ventrilo server which gives good quality.
as for paying i dont have first hand information about that but as i understand it isnt so much of an issue. i think there is a aussie provider of timecodes also if you played eve for awhile and have a stable in come you can buy your playtime (gametime cards) for ingame currency. this is a legal and supported feature from ccp. it is however under change so nto sure what the future holds.
i recommend you to start your free 14d trial and contact my self, characters: maudib and Nyack or Tassill my aussie director in my corp Grey council. also for a 100% aussie corp contact 3ungle of antipodean inc

I'm a member of the online gaming community known as "The Older Gamers" who originated from AUS. It's become a global gaming community spanning most online games while allowing for "inteligent" discussions on other matters such as politics and humor.
Check out the site if you're looking at gaming with "older" players around the globe with a strong population of them living in Australia.
This is not a plug for the website of gaming community. There are minor requirements to join - it was one of the best things I've done since playing online games, joining TOG.
Hey, well I'm not gonna flog my corp/alliance to you because theres no point atm ^_^
now for the questions,
1) and 2) I use Paypal, the convert to US and then use "paybycash" on their website, takes about two days to transfer and only equates to the standard Aus - US doller exchange (so wait for us to break 80 cents and its about 15$ cheaper for a yearly) costs around 165-70$ aus for a yearly subscription. So around $13.75 to $14.15 a month Aus (btw thats cheaper then monthly *shudders*)
3) Lagg, I get no more lagg then the guy in Germany. Latency is rather easy to avoid, hell I'll be in the ame system as some one from Eastern America, he'll be watching a slide show, and I'd be flying around as if I was sitting 100 metres from the server. So no difference at all
4) If your looking for a good corp - dedicated aussie only/mostly there are a few in game, but you will ind that the people that play at the same time as you (evenings) that they will be from a similar timezone, so you wont have trouble. But other then that, most of the "good" corps are those you get along with ingame.

Well I'm guessing your not 10 as your profile states so if you have a credit card it's the easiest and quickest way to go really. I haven't seen any game cards in stores for anything other than WoW here in Brisbane so that's definantly out of the question.
I don't play EvE Online so I can't comment on the other two points.
