Yes. They are combining the celebration with the annual Adventurer Appreciation Campaign. New fireworks for the players, but also an anniversary ring, which is somewhat like the empress band, but with 100% exp bonus, up to 12 hours duration, 3,000 bonus exp limit per use, and 10 charges. That means 30,000 extra exp when you have used all the charges. Do not try to combine this ring with the empress band - the "old" effect will be overwritten by the "new", so use one at a time, not both at the same time.
Important about this ring: don't toss it after you have used all the charges. You cannot recharge it, but after 365 days (1 year) it will auto-recharge. That is a very long time, but 30,000 more exp next year means you really should hold on to it.
