Will this game be a game that all of the XP comes from quests like LOTRO, or involves grinding?

I think that you will get XP from killing players, not 100% sure though.
You will be seen as a XP giving mob by your fellow players in Age of Conan.

Nowarranty, like most games that are actually worth a damn, this gives you multiple viable options for leveling up, but yes, questing is one of them.
P.S. questing is still grinding, it just often turns out to be less boring than killing respawns.
