I think, users should not be allowed to vote for non-released games.
This just leads to vote score being set on a game incorrect. You cannoy judge the game just on screenshots or even on beta experience. I guess people only can value the game after it is released.

Hyping and rating are 2 completely different things. Non-released games don't get rated, they get hyped.
