About 24 to 40 - the "walking around" levels. A good third of my game time is spent just traveling. I like to set my character to auto-run, then minimize the game and read forums or browse the web for a few minutes.
On your first character, level 20-40 are great.. It's only when you play a second or third character you notice how slow travel is, particularly if your class hasn't got any sort of travel form.
However personally I find the higher levels e.g. 50-70 to be harder to get through - just because so many more of the quests become grind focused, and the levels are so much further between.
No druids on the poll!? That would have been my first choice. Instead I chose priest, with rogue as a close second.
And I'd have to agree that the walking levels were the hardest with all classes except druids, hunters, and shaman. And even the walking before you get their movement increase abilities is a pain.

Yea none were particulary "hard" as such, just boring... for me it was lvl 50-60, i did it the fast boring way.... sit in the one spot and grind like f*ck
Which Final Fantasy Character Are You? if I were to kill a titan tomorrow and no CCP employees showed up to say grats I would petition it. Waiting for: the next MMO that lets me make this macro if hp < 30 then CastSpell("heal") SpellTargetUnit("player") else CastSpell("smite") end
Personally, I found levels 42-50 the toughest in PVE. The "new car smell" of having a mount wore off and I found it a long slog on my mage to get into the 50s. But once I got my most powerful spells (at least for the time), leveling took off again.
That being said, I had the most fun in PVP in the 40s bracket. Everyone has mobility but the gear difference wasn't obscene.

People who say nothing in WoW is hard have never raided or run heroics. Stop that argument. Please.
Levels 20-40 are probably the "least fun" imo. Things become more difficult, quest lines longer and travel further, mobs tougher, yet, unlike 1-20 you aren't overpowered in comparison. Leveling picks back up the pace at 40-60, and 60-70 is/was the best. They learned all the lessons from the first 60 levels and made 60-70 fun, interesting, and surprisingly quick. Combination of instance runs and leveling, there are still dozens of quests I haven't done and I've been level 70 for months.
I always hit a wall after I got my lvl 40 Mount- seemed the gap (at that time) to 60 was still too far and with no incentive after the mount, I really felt the grind. So I rolled new toons and levelled them to 40 in between.

I agree, 24 to 40 were horrible at times. At least the environment looks good, but I would have liked a bit more action at those levels.

50-60 for sure
None, they were all easy compared to other MMOs I have played. My pet monkey found them fairly easy also.
60-70 sucked balls
30-40 was easy cause people are always LFG for SM

hardest? none, the most boring? anything below 70 it's not fun running through the same quest a second time around.

I felt levels 36-40 were pretty much a grind (mount anticipation) and again, around levels 52-53 things were pretty dull...

levels 40->50 where always difficult. There seems to be a lack of quests (Alliance) and more of a grind.

30-40 and 52-58. I hate grinding in the zones for those levels.
