Jump Jet Prestige Power

I got this with my Good Versus Evil Edition pack, and I cant figure out how to use it.  Also, how do I make a villian with that pack?  Help will be appreciated.

    Its listed under your poweris after you make a character. Every character you make on that account will have it.

    The jump pack from GvE can be very useful, first open the "Powers" window, it will be on your "tray". It should be listed under inherent powers, drag it onto your tray and your golden. It is a timed toggle, it can help you get over that one pesky wall, or reach a ledge that is just out of your distance, it is mainly for hieght only. The jump jet will not take you far distances unless you use it in combination with travel power, ie Flight, makes you go real fast.
