I am thinking of some sort of online dev Environment with good voting system,where users(players) create online world and his rules...

Community does get involved in putting forth suggestions especially during beta. If your read POTBS developers log, you will read where they change lots and lots of game elements according to community suggestions. POTBS is very open to community suggestions and the POTBS community can even design flags for approval to use in game but there are developers in other games that are more 'its my way or the highway'. Its better to have a clear mission statement by developers such as this game will be "PvP only", "theme park MMO", "PvE only", etc, etc. Once its clear the direction of the game, developers need not change the direction and only modify gameplay according to community suggestions.
