I have had zero CTD's since the update, where I was getting one or two per several hour session before. That is very encouraging.
I am seeing about a 5 fps increase across the board in performance, although I can make that better as I start to change settings again. That is about a 20% increase for my computer.
Hitching is better but not eliminated and I still get some significant delays crossing certain chunk lines (5-10 sec. sometimes).

Yes, Vanguard was released before it was ready. Everyone knows this. This is not and will not be the norm. Look at how upset people like you are over it. Most companies don't want the bad press. Sigil had to release and later sell out because they lost their funding, probably because of a poorly worded contract with Microsoft. MS cares primarily about money. Gates is a huge philanthropist, but he funds it by ripping off the people who can pay to be ripped off (like Robin Hood, but legally!) Vanguard wasn't progressing at the speed MS wanted, and so they cut the pursestrings. It happens more than you would think, but Vanguard was close enough to release it, albiet not in final form. They told people about this, and people still wanted to try the game because of the ideas that it espoused. It was their choice to do so.
Don't complain about it releasing before it should have, because everyone had the option to not buy it. I think it is great that most of the same devs are on the SOE team now and are still trying to get the game up to where they want it to be. Everyone hates Sigil for what happened, but you can't run a company with zero dollars.
People can be so harshand judgemental sometimes. The people makings these games are just people too. Sometimes things fall through the cracks. It is still better than a game that no one took the time to make.
