Nope, not at all. It has levels, classes, quests, grinding... pretty much everything you see in every other non-sandbox MMO. Oh, except players. Not many of those. Mind you, I'm not slamming VG, I just picked it up myself last week, and while I'm enjoying the noob experience so far, it's glaringly obvious from the moment the game loads that it's an unfinished product, and the moment you enter the game world it's obvious there are population problems currently. But sandbox? In no sense of the word.
There are lots of places to explore in Vanguard so it is somewhat of a sandbox just like EQ was. Every game is to an extent. If your only qualification for being a sandbox is to not have levels and to be able to go anywhere at level 1 then there aren't many sandbox games. Each race in Vangaurd has a area for new players and there are a lot of differnt races. There are pleanty of choices to choose from. Vanguard also has lots of Classes to choose from so there are lots of options there as well.

If you are talking EQ classic, that is first trilogy, you are completely mistaken.
In the original EQ you could start in Kelethin, Qeynos, Freeport, Neriak, Oggok, Grobb, Felwithe, Ak'anon, Kaladim, Erudin, Surefall Glade, Halas, Rivervale. I can't remember the names of all the towns at the moment. Depending on your class you would start off in differnt areas of the towns. On top of all the differnt areas for new players they had a lot of differnt zones of the same level to explore throughout the game until you got into the fourties.
Vanguard isn't a sandbox, it's a class based level system. So if you're a druid or something you're stuck and have to go from level 1-50 as a druid, a sandbox would allow your char to pick and choose and change at any point you wish making combos of classes.

The world is huge. The quest options far-reaching.
it is NOT forced-linear like EQ 2, LotR, WoW, et al.
You have a lot of options, although you sort of need to find them. It is fun to explore.
