Doing the started coldari missions...

I'm on the one that requires you to make a perpetual motion device, and that requires a villard wheel. What I don't get is where can I get a villard wheel?

That mission is not for Manufacturing, but for Invention. You are supposed to use the (tech 1) Perpetual Motion Device I blueprint to 'invent' a (tech 2) Perpetual Motion Device II. To do this, either right click on the blueprint and select "Invent" or go to the Science and Industry screen and rent an Invention Slot at a nearby station. You will need the blueprint, interfaces, and decryptors given to you for the mission. The exact details are listed in the blueprints info under 'Bill of Materials > Invention.'

The Villard Wheel doesn't actually exist in game for that reason, so someone doesn't build the tech 1 item instead of inventing off of it and failing the mission.

But more importantly, the faction you are doing missions for is not the coldari.

It is the Caldary.

I keep selecting invent, but it still says I'm missing required items, and the window looks the same as for manufacturing for some reason.
