Either. Experiment and try all classes to see which fits your play style and personal preferences. All classes in LoTRO are pretty equal when it comes to soloing. A buddy who is a guardian was so proud of the fact that he could solo blue and green elites, that is until I showed him my poor minstrel could do the same thing. For the record it is not worth the hassle, coin and exp gain compared to time spent is best with blue/white normal mobs.
I saw a lore master solo a yellow elite, which would have kicked eiyther mine or the guardians ass. Lore Masters are the hardest class (probably the hardest in any MMORPG) to learn to play well, but if you are one of the few who can master them they are awesome. I have seen 2 really good ones on my server, and several who should play a different class.
Yeah, the Lore Master does some pretty interesting...and it would be a bold departure from my normal play style in MMOs, generally go for the tanks (or at least melee toons)...perhaps I will give the LM a try.
I played LotRO in a late alpha phase and then through beta and into about a month of launch, I did not get to play much do to work however, and never leveled past 15 with a guardian (save the time they allowed us to skip to level 30)...now I am coming back to the game having been gone since March (making a fresh start of it).
Welcome, and by the way I have a mid 20's LM who I struggle with. I think he has died more times than all my other toons combined. Minstrel, hunter, burglar are my favorite classes, in thta order.
Hunter and Burglar are both excellent for solo play, I have one of each currently in the low 20s to mid 30s ranges. Each has its own advantages and disadvantages, but I am finding now that I enjoy the Burglar alot more than my Hunter (I love my Hunter, but frankly my Burglar's melee is awesome, and his survivability and utility are unmatched among the melee classes).

It's definately burglar IMO. I have a level 41 burglar on Gladden server, and I can solo 3 mobs at once and take mobs much higher than my level. You do a whole lot of initial damage, can mez, and you can tank pretty well with your evade skills. Also, if all else fails, you can "hide in plain sight" (vanish) and you're almost invincible.
I soloed almost all of book 4 by myself because I used stealth for everything, which is another nice thing about burgs. Anyways, that's just my 2 cents.

burglars are very popular in groups also.

Personally I would go with burglar. I didn't like my hunter much, granted I only got to 17 with it.
