I've looked for a long time and can't find one that has all these things:

All of it is free, no monthly fees or one time buy

Don't have to download

Chat with people

Fantasy game wih leveling up an such

Not Runescape, DragonFable, Adventure Quest, or Guild Wars

That's it, I hope there's a game like that

im not quite sure why you are unwilling to download, there are some decent games that have minimal downloading. Also, im not too sure if ur willing to play a game that has a reduced gameplay for non-payers; and lastly im not too sure what type of genre your into.

But if your into sci-fi i would suggest either satr sonata or starport ge, both have under 100mb of downloading, star sonta limits non-payers to lvl 20 and starport is completely free to play.

I personally am not too into the fantasy genre, but i have played a few none the less. one that i have come across is free up to lvl 20 and is pretty unique in many ways, but the catch is that its a staggering 3.6 gbs to download. If your still intrested the name is "sword of the new world", it has several flaws, but u can figure out those if u even view them as flaws.

If u want a free combat shooter, try tremol, im not entirely sure if thats the correct spelling, forgive me if its not. But anyways, its a very fast pace fps and is very free to play

Runescape is the only one I know that you don't have to download. Another good free game is Magic of the Gods, but it doesn't meet your criteria because you do have to download it and you have to download updates, too. It has skill levels, but not overall levels.

 Maybe you should try Saga of Ryzom. It was free last I checked, but they were planning to start charging for it soon and may already be doing so. You do have to download the software, but other than that it might be what you are looking for.
