I have been looking at AoC a little bit, and I was raiding about player cities on their website, from my understanding, you and your guild build a city, and then a NPC city gets built next to it, then they start to attack you, you don't get to attack other people , and they don't get to attack you because it is in a PvE zone, you get to fight NPC armies, is this some cruel joke, did I misread and need it explained in a different way, or is everyone just kidding that this game has PvP? Thank you ahead of time to any replys/explanations.

There are two different kinds of zones for city building. One is PvE and one is PVP. To allow every guild the chance to own a city, they have a pve area to allow just for that. An opportunity for a nice steady guild city. In this zone computer opponents will build up cities as well to have a pve type conflict.
Now there's also another zone called the Border Kingdoms I believe that allow your guild to build cities in a pvp environment. These can be seiged and just downright taken over by other guilds.
I'm sure the benefits of having control over stuff in the pvp zone will be greater than that of the pve zone, if there is even a benefit to having a pve city other than having a nice city of your own to go back to. Apparently they haven't announced what sort of benefits exist though.
What this guy said more or less.I wonder though if there are going to be any "priviledges" for building your city in the bk.I dont have anything against pve but it seems to me building a city in a pvp zone is going to be more risky (AI is never going to be as good as actual players attacking) so it should be more rewarding as well.
I'm sure there will be a benefit to having a PvP City, but Jorgen also stated that Cities will be Insanely difficult to destroy. At E3 he stated that people won't have to worry about going to bed and waking up to see everything they've worked for for 3 months destroyed. Hopefully they take a rather realistic approach to this, and totally destroying somebodies city will take weeks. This will mean that you need real dedication to destroy another persons city.
Sort of. Guilds will be able to set a specific time period during which their PvP cities will be open to attack. So, assuming said time period is 2 hours long, Guild A might set it to 4 PM through 6 PM GMT-5, and be responsible to ensure that an adequate defensive force is online and ready for that period. This kind of system has its ups and downs, personally I prefer the kind of challenge and acceptance system found in Shadowbane which is more flexible, but this does help keep the midnight shenanagins down. If completely destroying a city requires your siege equipment having unobstructed access to the buildings for a bit over an hour... yes it would be quite difficult to accomplish.

owning cities gives you advantageous such as blacksmithing where your guilds crafters can use the guilds tresury to craft items for guild members.
you can also build stables which you can train mounts at and sell them (if i read right) to people and give them to guild members.
the PVP city benifits are that in Border Kingdoms you earn Blood Money which is a PVP currency that you can buy special PVP gear for.
thats basically the difference unless i read wrong somewhere. :P
