How the heck did they fail to optimize VG's engine to that extreme? Really.. the responses to the OP are just so bad for Vanguard.
You cant compare LotRo engine and Vanguard engine. Two different technical approches.

The unreal engine is able to render extremely good pictures. Look at an leather armor in vanguard. They are often mixed leather with chain. While the leather is rough with stitchings, the rings of the chain reflect sunlight. Or look at an uber weapon like the windblade from HL quest. The sword is build of at least 3 different metals. Every single metal has its own specular settings.

The problem of vanguard is that it renders all. The whole world is a sample of 3D models. While LotRo does not render it all. The distant object are pictures. LotRo seems to be a mixture of 3D rendering and the good old paralax scrolling. I am not judging what is better, i just want to point out the very different approaches to render a game.

Vanguards engine is right now much like the EQ2 engine two years back. I couldnt run EQ2 on medium 2 years ago... The engine isnt vanguard problem. Everyone who tries the game again after U#2 should invest one hour into settings. Check them all. Depending on your hardware some settings are a huge win or a loss. If i switch to predefined max. settings i am at 10-20 fps. If i reconfigure the settings without any real visible loss i am at 25-60 fps. (amd 64 4000+, 2 gig mem, x1900gt@1280x1024, onboard realtek sound)

A much bigger problem of vanguard is the gameplay imho. The real changes and balances have to happen to the gameplay. I cant explain... you have to play for a few months to understand maybe.. Its just that not the CTDs drop me to desktop but the gameplay ;) Vanguard is the first game where the horrible gameplay makes me log off early.

I got a P4 3GHz, 1GB ram and a 6600GT (256MB) and it runs good on very low settings. When they released GU#2 I was able to run at low settings

I can play VG after GU2 with highest quality without any problems. 50-60 FPS in wilderness / 30-40 in Cities & Groups

I have a high end pc (not highest end, but high enough), but a lower one can run vg now as well. Performance changed a lot since release.

I can play Vanguard with 1 gig of RAM (I really should get that upgraded some time!) but honestly it runs badly still compared with other games.  If you are not subbed at the moment for Vanguard and haven't gone back to try to keep names for the server merge, then seriously wait until at least after the server merges.  Vanguard is, surprisingly, improving.  But it has oh so far to go ....

I am running a p4 3ghz with 2gigs of ram and a nvidia geforce 6600gt video card.  Since Game Update #2, I have been getting 20 to 30 FPS in the wilderness at 1280x1024 resolution and 10 to 20 FPS in city/group settings at 1280x1024 resolution.

There are some locations that still have very bad optimizations where my FPS dips below 10 FPS though.  Like the storehouse dungeon near Tursh Village.  My FPS are absolutely horrible in that dungeon.

One thing is for sure though... before Game Update #2, I got below 10 FPS trying to walk through the city of Tulvan (think thats the name.. it is the big city on Kojan).  After GU2, I can walk through the city with ease.  They greatly increased the FPS in that city for my computer.
