You should be OK running the 2D client, I wouldn't want to try the KR client on dial-up though.

I played UO for a couple of years on dial-up with no major problems. The only thing that really stood out was using a mount - I usually walked because my connection couldn't keep up with fast movement, and riding appeared more like teleporting in short hops.

Yes, but laggy.
UO has a 10 year old network code which is ping reliant, so you really see a difference in gameplay from 60 to 200 ms.
It is though playable up to 200-300ms.
If you need to patch the client though it may take some time on dial up these days.

Dialup with the original 2d client? Yes. Kingdom Reborn? Hells no.
