PVE & PVP Level?

in Age of Conan: Unchained

I read on the QA article that PvE and PvP level affects the difficulty of a duel, how does this work, does it mean you have to gring your PvE level (general level of your character) and PvP level? bit confused with that one.

    Whitedelight is level 80 PVE and Level 1 PvP

    Remali is level 80 PVE and Level 1 PvP

    In PVE , the PvP levels do not matter. So, Both Whitedelight and Remali are equal in battle when it comes to PVE.

    In PVP it is your PVE levels + PvP levels. This in PvP Remali would have the upper hand on Whitedelight because Remali is 19 PvP levels higher.
