i would like to know if anyone knows how much this will cost and monthly fees. If its $15 then i may as well not waste my money i think $15 a month is way to much to play a game.

You'll find out that if you want to play a good MMO, it will usually be around $15 a month (which I'm sure TCoS will be).  Your only options are F2P mmos (i hear Perfect World is the best one) or non-MMO games.

Then you will be very disappointed to hear you cannot play Spellborn, nor any other decent mmorpg.
