Really depends on the GM you get and what kind of server you're on. I play on a RP server and know someone who petitioned the GM to change his name because he had transferred from another server and didn't like his name anymore. He told the GM the name violated the Naming Guidelines for a RP server and they actually let him change it.
If you're on a Normal or PvP server, good luck getting it changed since the naming guidelines aren't as strict.

Thats not accurate.
In order to get a name change as part of the transfer process, the name you use has to be taken on the realm you are transfering to.
If it is taken, then (and only then) will you be able to rename the character upon it being transfered to its new realm.
At first login, your character will have a name containing the first part of your old name, followed by some numbers, when you click on that character to login you will be presented with the rename box, and from there on you may select a new, unused name for your character.
The actual namechange itself is not a part of the transfer service, and of course the easiest solution is to simply create a character on the realm you plan to transfer too ahead of time (with the same name as the character you want to get the namechange).

I tried before and had no luck, but I do know people who did ask a GM and got a name change. There is never any harm in trying.
