Cryptic Studios and NCsoft have announced that they have freed up millions of character names that were reserved up until now, by deleting low level characters on accounts that have not been used for over 90 days.
City of Heroes Adds New Features and Frees Up Millions of Names
Two new features come to City of Heroes: Character Transfer and Character Rename. Additionally, we have completed a sweep of un-reserving names of characters below level 6 on accounts that have been inactive and not subscribed for over 90 days. This has freed up millions of previously reserved names all for the taking with the new Rename feature, or for that new Hero or Villain you’ve wanted!
Both Character Transfer and Character Rename features are available from new buttons added to the Character Select Screen. Please keep in mind that these features cost $9.99 USD per use and require that you have a credit card on file.

I am not sure they have deleted the characters as stated in their statement.
Merely set the character's names in question to Un-Reserved meaning anyone can use it .
The low level characters should still be there if the account suddenly goes active, though the account user may have to choose another name for the low level character should they choose to use it and someone has 'snatched' the original name of said character.
I don't see why they should save the characters of people that obviously only played for a little bit of a trial, lvl 6 isn't that hard to get to, and if they haven't gone back for 90(!) days why pretend that they're ever going to?
Wish this was standard practice in more games.
They didn't delete any characters just made names available for future players to use. That way if SuperDude was held by some level 5 that hasn't played in over 2 years, you can now make a hero named SuperDude yourself. Should that guy come back then he will have to rename his character since now SuperDude is taken.

This is good thinking for people at the company. I also like the idea that they're being competitive with their character move and renaming pricing ($9.99 is so much better). Hopefully that puts to death EQ's $50 'service' for doing the same thing.

I generally always revisit the game when City of has come back weekends. I'd hate it if my low-level alts were deleted but I tend to think they just removed the name and added placeholders.
The characters were not deleted, and even their names weren't removed. The character names are merely set so that should someone try to create a character with that name, it will be removed from the old character and given to the new one. So even if you have an old account with low level characters, those names aren't necessarily lost.

I really hope they dont delete my charcters I made over the 14-day trial thing. Though I made to at least level 6 hero I believe, I still hope its all in good hands whenever I come back.
