Yes it should be implemented, Yes it should be free. His reason is that in this and future generation of MMOs it is/should be a requirement. If it didnt have voice chat it would be like having a 2nd rate user interface.
I have read a lot of posts that say how much better Ventrilo/Teamspeak is, and I agree. Right now, they are superior to integrated chat for various reasons, mostly due to more control and the ability to organizing guilds better when not in game.
But, what if EA Mythic went the extra mile and allowed for Ventrilo-like features in the in-game client? What if guilds could create "virtual" servers that would serve as a hub, with channels within that? What if they also either licensed Ventrilo, or made their own external client for their own system and allowed people to contact these voice servers even out of game, so long as they had a paid subscription?
I think that, in the unlikely event the above was done, the system would be damn near perfect. Every guild could have their own, permanent virtual server, it could be controlled, and it could be accessed within the game or outside out of it (by paying players, of course).
The only problem is the possible strain that such a rich system could create. Other games seem to get by due to fairly minimalistic voice features, but something like this would be extensive and would likely need some limitations. That is why I included the small premium fee option. If the system was very basic and could not even attempt to replace Vent, I would agree for sure that it should be 100% free. However, if it was like I described above, where you basically get a Vent server, I feel a small fee is acceptable, since the company would incur a high cost to make it work.
I would definitely pay a small fee if I felt it was worth it, because it would be so much easier to have it all centralized. I suppose many people have no motivation to pay a fee even if it is a good service, however, because in their guild one person pays all the Ventrilo costs already. That is why a premium model looks so unappealing even if already someone is having to front their own cash or equipment. This just spreads the cost over everyone instead of a few.
P.S. The ability to modify one's voice (which most would likely use to make it deeper and either more evil or heroic, save for the ladyboys) would be rather neat. I think it takes the humanity out of it, though. See, I do not usually role-play, so I do not care if the person on the other end sounds like a 17-year-old Asian with English as a second language when he should be an Ironbreaker, because I have no trouble separating the personae. If everyone sounded like Darth Vader it would be detrimental and really ruin a lot of the fun of voice chat, which is basically just chatting with real people, not their characters.
Well I can say I don't use them that much so I don't really have any experience with Vent and TS. In terms of what you are proposing however I can say a couple things.
1. This seems very elaborate and taxing and if it were implemented in this fashion it would no doubt include a premium regardless if we think it should or not. I think it would be a nice addition so long as the premium is not hefty.
2. I don't know how much resources-wise it would take to focus and run this kind of system, but I would rather see them focus on many other aspects of the game before voice enabling.
I voted no. I have never used a vent before because i have the tv on or listen to music maybe even talk to my wife. I wouldnt mind if they had one really my fear is being forced to have it on all the time instead of being free to listen to what I want to. Maybe im being overly critical since i have never used one.

I voted no. I want to watch news or listen to radio while playing and not listen to NPC voice that pretends to be real player.

IMO it worked great in DDO and i dont see a reason why it wouldnt work in WAR
