Isn't it kind of obvious that it's not a part of half-life? Do you think the setting is like in half the world there are aliens etc etc, and on the other side the police is fighting terrorists? It's like asking is WoW a part of EvE.
Anyway, I guess you could have found this answer if you only looked in wikipedia

Every games story... it's counter strike. There are right now over 200.000 players playing it now. You should know whether is was based in the Half-Life universe or not... it's pretty much common knoweldge.

No, really, thats all I can think of. Sure it was harsh but take one look at the games, they have no connection at all. One is a simple game (without any resemblence of a story line) about counter terriorsts versus terrorists and the other has a fairly deep world connected around it, nothing which even looking at it face value has any sort of resemblence to Counter strike other than the actual engine used.
Plus, judging by his reply, he really doesn't seem to be terribly intelligent considering the strawman he decided to pull out of no where to defend himself. Blowing things out of proportion for an arguement doesn't exactly prove your intelligence, I'm sorry.
At any rate no, it isn't a part of the half life universe in any way shape or form. Its simply a mod that was developed by a bunch of guys (not associated with valve at all) that got aquired by valve later on once it got popular.

The setting of Counterstrike, probably the most famous multiplayer shooter ever, is counter terrorists vs terrorists. Nothing more.
